strong case for reviewing the arrangements so far as existing pensioners are concerned. I do not think

it can be argued that they have any legal right to payment on the basis of Hong Kong $100

Rupees 1123. On the other hand the long continuance of that arrangement has no doubt given rise to expectations that it will be preserved indefinitely. On the whole it appears to me that it would be equitable to

compromise and to pay pensions in India in future, in all cases where the pension was granted before 1st September, 1938, at a fixed rate of $1 shall be glad to know whether you approve.
